• National policy should only indicate guidelines.

• Involuntary displacement should be minimised.

• A widely-representative body should take decisions.

• Fair standard of living, not lower than that before displacement, should be guaranteed.

• Full compensation of losses should be paid both individually and collectively.

• All rights and entitlements must be enforcable through courts.

• Alternate land must be made available for those who own and cultivate land.

• A minimum holding should be given to those who cultivate tenant farms.

• Compensation for one year should be provided for unauthorised cultivators.

• A minimum of land should be given to those who depend on forests.

• Tribal communities should be strictly settled in areas of their choice; if necessary, forest areas could be given.

• Dedicated people should be entrusted with implementation of resettlement and rehabilitation plan.

• Separate R&R departments should be set up at state levels.

• Adequate funds should be committed for R&R activities.
