NEW DELHI: Food and Agriculture Minister Sharad Pawar said on Thursday that it was a challenge to legally provide 25 kg of rice or wheat at Rs.3 per kg to all Below Poverty Line category of Public Distribution System beneficiaries and his Ministry was working towards it.
