Order of the National Green Tribunal regarding creation of shallow water bodies/reservoir in Yamuna Flood Plain, 25/07/2019
Order of the National Green Tribunal in the matter of Manoj Mishra Vs Union of India & Others dated 25/07/2019. Recharge of groundwater from Palla to Wazirabad in Delhi by creating water bodies and reservoirs in Yamuna flood plain area came up for consideration before the NGT on July 25, 2019. This would help in retaining excess flood water of the river during the monsoon season according to the application filed by the Irrigation and Flood Control Department of Delhi Government.
The proposal was approved on July 2019 by a Committee constituted by the orders of the Tribunal subject to some conditions which included:
i. The proposal to be carried out as a pilot project at one location only, to study the techno-economic viability and to identify the quantum of the ground water recharged.
ii. Piezometers may be installed near the proposed site and downstream, prior to the study, to compute the rise in groundwater levels due to creation of the pond. Net ground water recharge may be appropriately assessed using scientific data analysis.
The application was disposed by the NGT on the ground that "the Tribunal can express no opinion on merits of any particular project. Merits of such projects have to be gone into by concerned statutory authorities in accordance with the laid down procedure."
