local community members will have the first claim over the forest produce, says the blueprint of Madhya Pradesh's new forest policy. Only after these people consume the forest produce for fodder, fuel and other domestic uses would it be exploited commercially. Forest cover would be increased throughout the state by tree plantation, including a collective effort on public land through farm forestry. According to the policy, special courts would be set up at the district level for speedy disposal of cases pertaining to forest and wild animals. The document calls for removing encroachments that have taken place after October 25, 1980, in forest areas and stopping illegal grazing and cutting of forest trees in border areas in Uttar Pradesh and Rajasthan.
