This document provides the context and describes some of the challenges that currently face the financing of large‐scale renewable energy deployments. While many of the solutions are interwoven within the broad context of this report, for ease of reading and understanding, they are presented in the following order within the four main recommendations described in the Clean Energy Solutions section of this report: clean energy as a new economic development system, finance, innovation, and public policy.
