Targeting to the Poor: Clogged pipes and bureaucratic blinkers

Drawing on a household and village-level community survey of social income, this paper offers a critique of the widespread use of targeting in Indian social policy primarily through the use of the below poverty line card system, to include or exclude groups from access to subsidised goods and sometimes to public works. It argues that targeting is inefficient and inequitable.

Centre's new terms on sewa kendras put States in a fix

NEW DELHI: The Centre has made construction of the controversial Bharat Nirman Rajiv Gandhi Sewa Kendra mandatory out of funds earmarked for the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and warned that States which fail to do so will not receive any money under the scheme which promises 100 days' job to households below the poverty level.
