A new report commissioned by the Heinrich Boell Foundation and written by the UK's Institute for Public Policy Research focussing on fair sharing of climate finance commitments.

The report looks at estimates of financial costs of mitigation, financing proposals and sources, the need for finance to flow from developed to developing countries and how this can be made equitable. It concludes that visible fairness will be important, that Greenhouse Development Rights-style equity measures can be used to achieve this, but that an eclectic mix of sources and channels, overseen by a COP-mandated body is the most likely future approach.
