The Eleventh Plan (2007-08 to 2011-12) sought to build on the gains achieved in the Tenth Plan and shift the economy to a path offaster and more inclusive growth. Inclusivenessa critical element in the strategy was to beachieved by ensuring that growth is broad-based and is combined with programmes aimedat overcoming deficiencies in critical areaswhich affect large numbers of the vulnerablesections of our population, particularly theScheduled Castes (SC) and Scheduled Tribes(ST), the Other Backward Classes (OBC),women and the minorities. The Plan sought to deal     with   these    deficiencies throughprogrammes aimed at providing access tohealth, education and other essential servicesand programmes of livelihood support.
