Central Pollution Control Board (CPCB) in collaboration with Indian Institute of Technology (IIT), Delhi and other institutes formulated the concept for Comprehensive Environmental Pollution Index (CEPI) and has analyzed the environmental status of industrial clusters which were identified in consultation with Ministry of Environment and Forests for CEPI analysis.

Need of action plan is justified to control pollution in any area where pollution sources are identified, pollutants are measured, assessed and found exceeding permissible limits. To implement such action plans is a duty of any SPCB and all concerned agencies/stakeholders.
