The coastal panchayats though generate garbage in large quantities, in fact, on par with cities, none have acquired a site for garbage treatment and disposal. Many of them are still at the stage of obtaining administrative approvals while others have not even progressed beyond sending proposals to the Goa State Pollution Control Board (GSPCB).

The Corporation of the City of Panaji (CCP) is proposing to move the High Court to pre-empt moves being made to take back land handed over to it at Bainguinim for its solid waste management and treatment plant.
