The new framework will introduce a benefit-sharing regime while laying down the policy contours for leases given out by state governments. The changes are aimed at dealing with popular resistance to mining projects on the grounds of corruption and adverse social and environmental impact. The industry fears it will make mining unattractive in the country.

PANJIM: All mining companies may now have to submit their annual report on exploration work carried out at the site along with mining operation to Indian Bureau of Mines (IBM).

Ministry of Mines in fresh draft guidelines released for Reporting of Mineral Reserves and Resources under United Nations Framework Classification (UNFC) has decided to implement the same, failing which action would be initiated by cancellation of mining lease for violating Mineral Conservation and Development Rules (MCDR), 1988.

“It has come to the notice of the state government that on account of increased production and transportation of iron ore from the mines, specially in Joda and Koira areas, the environment and population of the area are being affected. It is necessary to develop a master plan for the areas to ensure that cumulative effect of the extraction from individual mines is within sustainable limits,” a state government notification said.

The Orissa government and Indian Bureau of Mines (IBM) are working out a compromise formula for the pricing of iron ore mined from the state. The move, in all likelihood, would lead to an increase in the prices of the mineral. The state government had earlier flayed the IBM’s methodology for pricing the ore, saying there was gross under-reporting of the actual market value of the mineral by it, leading to a notional loss to the state exchequer.

The Supreme Court, which earlier suspended mining operations in the Bellary area, on Friday partially lifted the ban and allowed the public sector National Mineral Development Corporation to undertake mining in two leases to cater for the domestic market.

NMDC The Supreme Court marginally relaxed its tough stand on mining iron ore in Karnataka's Bellary region, allowing only public sector NMDC to operate there. Private operators have been stopped from further mining and export.
