Coal India (CIL) has agreed to certain changes in the fuel supply pact to be entered with state-nominated agencies. "Model Fuel Supply Agreement (FSA) applicable for state-nominated agencies has been agreed by CIL in its meeting," the PSU firm said in a letter to its subsidiary firms including Eastern Coalfields, Central Coalfields and Western Coalfields among others.

Power generation was hit at the 2,600 MW National Thermal Power Corporation (NTPC) Ramagundam due to poor supply of coal from the Singareni Collieries Company limited and other coal agencies during this rainy season.

Presently, the NTPC Ramagundam was generating only 2,000 MWs against its installed capacity of 2,600 MWs due to shortage of coal. The power generation would further come down with the authorities planning to go in for annual overhaul of the seventh unit of 500 MWs from Tuesday late night onwards.

The government is considering allowing power and steel companies to swap their coal linkages among group entities, subsidiaries and special purpose vehicles, in a bid to optimise fuel availability and cut down the restrictive transportation charges.

At present, coal linkages given to companies (mainly in power, steel and cement sectors) are exclusive to a particular project. These linkages are non-transferable even between group companies. “We are examining a proposal on swap/transfer of allocated domestic coal linkages to reduce transportation cost and put domestic coal to best possible use,” said a coal ministry official.
