Chief minister Sheila Dikshit’s move of privatisation of Delhi Jal Board has triggered a tug-of-war between the BJP led civic body and the Congress government.

After electricity, water is literally going to burn a hole in the pockets of Delhiites. Delhi CM Mrs Sheila Dikshit on Tuesday confirmed the government’s plan of privatisation of Delhi Jal Board, following a model similar to the one followed by the discoms for power distribution. The privatisation will result in a massive hike in water tariff.

“Privatisation of water distribution system is definitely necessary in Delhi. We want to replicate the same model in Delhi Jal Board that we have used in the privatisation of power distribution,” Ms Dikshit told reporters here.

Residents of many merged areas who have to now manage with groundwater and private water resources as they do not have a proper water supply network, may soon get one.

Chennai Metrowater is set to complete detailed projects reports for a comprehensive water supply and sewerage network for the expanded city by August. While some municipalities such as Valasaravakkam and Alandur, which have come under the ambit of the city, already have the network, work is still progressing in Ambattur, Madhavaram, Pallikaranai and Ullagaram-Puzhuthivakkam.

Revised draft water policy allows for subsidy to the poor and in non-commercial farming

Public outcry against indiscriminate pricing of water and privatisation of water delivery services has forced the Centre to back off on both counts in its revised draft of the new national water policy, a copy of which is available with The Hindu . The revised draft, that incorporates suggestions from the public as well as state governments, allows for subsidy to the poor and in non-commercial farming. The Hindu was the first to report the draft policy.

The Delhi Jal Board, led by its chairperson Chief Minister Sheila Dikshit, undertook a two-day programme this past week to highlight how a public-private partnership (PPP) programme being launched in Nangloi will bring round-the-clock water to each doorstep in the area and dismissed concerns that the water supply system was being privatised.

The water utility has proposed to outsource water distribution and revenue collection on a pilot basis in three areas based on a PPP model. Speaking to consumers on the concluding day of the programme this past week, Ms. Dikshit compared the proposed Nangloi project, wherein a private company will be made responsible for the distribution and supply of the Nangloi water system,

The government today said there was no proposal for privatisation of water resources, but would encourage public-private partnership (PPP) mode for effective utilisation of the scarce natural resource. "Privatisation is not being done and it cannot be done," Water Resources Minister Pawan Kumar Bansal said in the Rajya Sabha during the Question Hour and added that a river cannot be given to a private party.
