Ministry of Power has notified Guidelines for Tariff Based Competitive Bidding Process for Procurement of Firm and Dispatchable Power from Grid Connected Renewable Energy Power Projects with Energy Storage Systems. These guidelines were notified on 9th June, 2023.

The Union government amended the green energy open access rules for the second time, in which it changed the name of the regulation to Electricity (Promoting Renewable Energy Through Green Energy Open Access) (Second Amendment) Rules, 2023.

The Ministry of Power (MoP) has conveyed to all state electricity regulatory commissions (SERCs) to take appropriate action for determination of green tariff, implement the green open access rules notified by the central government and align open access regulations in accordance with the notified rules, at the earliest.

The Ministry of Power has issued a notification containing the draft Electricity (Amendment) Rules, 2023, which include provisions for ‘Subsidy accounting & payment’ and ‘Framework for financial sustainability’. The draft rules have been sent to stakeholders for comments, with a deadline of 21 days from the date of the letter.

The 11th Annual Integrated Rating and Ranking of Power Distribution Utilities report has been released. As per the report, of the 57 discoms covered in the 11th Integrated Ratings, 46 saw improved scores. Notably, the scores improved by more than 5 per cent for 39 discoms.

The government released the final guidelines to promote development of pumped storage projects in the country as they are non-polluting and more environmentally friendly. The guidelines have been finalised after receiving suggestions from stakeholders, according to a power ministry notification.

The Ministry of Power (MoP) has issued draft guidelines on March 24 asking the stakeholders, including the distribution companies (Discoms), in the name of “Electricity (Rights of Consumers) Amendment Rules, 2023 to provide their comments, if any, by April 14.

The Ministry of Power has notified the applicability of Renewable Generation Obligation (RGO) to firms constructing coal-based thermal power stations from April 2023 onwards. Under this, the companies will have to set up renewable energy projects of 40 per cent capacity of such coal-fired power stations.

Energy Transition entails an increasing presence of variable & intermittent Renewable Energy Sources (VRES) like solar & wind in the energy mix. This presents a grid-level challenge, that would require incentivization of technologies offering storage & ancillary services attributes.

Ministry of Power (MoP) has notified the Draft Electricity Plan Notification (Amendment) Rules, 2023. This Draft Amendment was notified on 8th February, 2023. The Draft Amendment seeks to revise the manner of notification of the national electricity plan. Concerned stakeholders are requested to provide their comments, if any, to the MoP.
