Union of India assures the Apex Court that the draft scheme will be taken to its logical end in accordance with law. The Court hoped that the draft scheme will be notified in the Official Gazette and given effect to before the onset of the monsoon.

The States of Tamil Nadu, Kerala and Union Territory of Puducherry has been given copies of the draft scheme "only to examine whether the said Scheme is in consonance with the judgment of this Court".
