The Principal Bench of the National Green Tribunal, February 15, 2023 in the matter of Dr Abid Ali Khan Vs State of Rajasthan & Others had directed the Chief Secretary, Rajasthan to file a report on the Sambhar festival and its effects, if any, on the ecology.

Grievance in the application is against proposed Sambhar festival between 17 – 19 February, 2023 at Sambhar Lake near Jaipur. This will involve activities like kite flying, paragliding, motorcycle expedition. According to the applicant such activities will adversely affect migratory birds and natural habitat of the lake which is a Ramsar site, particularly on account of use of loudspeakers.

The monitoring of water quality is being done on a quarterly basis by the Delhi Pollution Control Committee (DPCC). The Inter-Ministerial Expert Group formed by the Ministry of Environment, Forests and Climate Change has prepared a draft report for conservation and rejuvenation of the Najafgarh jheel.

Encroachment within buffer zones of lakes and tanks have been removed in Hyderabad and neighbouring areas. However, due to pending litigations and cases filed by the landlords, some of the encroachments could not be removed. Thereby the lake protection works are stalled in that area. For lake boundary protection works, Greater Hyderabad Municipal Corporation has sanctioned funds for Rs. 94.17 crores for erection of chain link fencing around 63 lakes.

The present report provides the information requested under Article 8.2 of the Convention concerning changes to the List of Wetlands of International Importance (the “Ramsar List”) and changes to the character of listed wetlands since 21 June 2018. (The period up to June 2018 was covered by document COP13 Doc.12).
