Can a municipal corporation refuse to lift garbage even after it has been properly segregated?

The Corporation of City of Panaji (CCP), as per a decision taken Monday, refused to collect hotel and restaurant waste even as the government is trying to make renewed efforts to resolve the crisis.

Composting units became a reality in the Commercial Capital on Tuesday as per the orders of the High Court mandating the Civic bodies to set up these units to tackle garbage problem.
