NGT in its Order expressed disappointment as none of the parties could inform NGT as to "how many drains carrying sewage, treated effluent, waste and domestic discharge or others join river Ganga or its main tributary i.e. East Kali, Kosi and Ram Ganga falling in Segment ‘B’ of Phase-I in terms of the Judgement of the Tribunal."

NGT notes that STP which was expected to be operational much earlier (31-05-2016) has taken no effective shape to ensure that the sewerage of the city of Amritsar is treated and there is less pollution and health hazard.
