This Regulation: Establishes procedures for the practical and effective implementation of the provisions of the Water Act of Bhutan, 2011; Identifies the precise role and area of responsibility of the Authorities with a view to establishing a coherent regulatory framework for sound water management practices at every level of administration, including water resources planning, approval of water abstraction and use, prevention and control of water pollution, and monitoring procedures; Assigns costs among users and operators of water services by means of a comprehensive system of fees, charges and fines for non-compliance; and Controls pollution of water resources in order to prevent environmental degradation.
