Hotter planet, humanitarian crisis: El Niño, the “new normal” and the need for climate justice

This paper provides an overview of the recent 2015-16 El Niño climate-related events and the subsequent lack of adequate response to the global drought. It proposes a fair shares approach to climate justice, thereby providing guidance for appropriate levels of humanitarian aid and boosting support for the most vulnerable. The document is intended for governments, donors, climate and humanitarian agencies, to work together to build people’s and countries’ resilience, and prepare for and respond to an increasingly climate-chaotic world. The paper calls on the international community and national governments to take a series of urgent steps to address the current and future climate crisis.
