JUST six months ago, in March, the Centre was facing the problem of plenty with rice. At 21 million tonnes, the stocks were four times the buffer norm of 5.2 million tonnes. Farmers were offloading premium varieties that sold at Rs 40 per kg in the retail at Rs 25 per kg to traders. Rice prices, analysts foretold, would crash due to unbearably heavy stocks.
