This document evaluates the effects of a resilience-focused project in the face of a severe shock. The results provide compelling evidence that supports the efficacy of multi-year, flexibly funded, integrated approaches to building resilience to severe shocks.

Transforming Chennai analyses how urban planning and the business climate shaped micro, small, and medium enterprise (MSME) resilience to the effects of the December 2015 floods in Chennai, India. The core of this study is the primary research conducted with thirty-five MSMEs and two large corporations.
