In addition to the large-scale loss of life and continuing health problems experienced by the victims of the Bhopal disaster, a major casualty has been the lack of information. Compared to other major chemical disasters in the world, Bhopal has the dubious distinction of not only being the worst, but also one of the least investigated.

The Ministry of Environment & Forests has notified rules, vide Gazette notification no. S.O. 694 (E) DT. 28th July '89, under title Hazardous Wastes (Management & Handling) Rules, 1989 to deal with various environmental aspects related with hazardous wastes.

The deaths in Bhopal caused by Union Carbide's noxious fumes should not have happened at all. Equally unnecessary and unwarranted is the continuing suffering of those who managed to survive. Situations that caused a tragedy of such magnitude could and should have been averted.

Why isn't environment becoming an election issue despite growing awareness among people about pollution and depleting natural resources? The Madhya Pradesh government wants to open the Union Carbide plant to the public. The principal secretary of the state claims this will dispel the “myth” about toxins left at the site. A recent study by Centre for Science and Environment found that the profile of chemicals found within the factory premises matches that of chemicals found in adjacent localities. Moderately persistent chemicals called Carbamates were also found in the city’s groundwater. Clearly, the factory is polluting the environment even 25 years after the plant was shut down.
