M N Jayachandran in his petition before the NGT had alleged that Biji P Mathew was running tourism activities in the encroached area of the Periyar Tiger Reserve and elephant rides in Idukki District using more than l0 elephants, which is banned by District Collector.

Order of the National Green Tribunal (Southern Zone, Chennai) in the matter of M.S. Thankappan Vs Union of India & Others dated 30/05/2017 regarding developmental or constructional activities in the Periyar Tiger Reserve in Idukki District, Kerala. Court directs that any activity undertaken in Periyar Tiger Reserve shall be in accordance with law and as per the approval granted by NTCA (National Tiger Conservation Authority) for the territorial areas situated in Kerala as well as Tamil Nadu.
