The CNG programme in Delhi provides the immediate bridge for transitioning to hydrogen in India. In a major initiative to bridge the gap between hydrogen and CNG, the Indian Oil Corporation Limited commissioned a hydrogen-compressed natural gas (H-CNG/hythane) dispensing station at Dwarka in January.

Fuel economy improvement will also help the Indian industry, which is aiming to globalize, to become more competitive. The societal benefits in terms of fuel savings can be enormous. This report presents the results of the third party auditing of the PUC centers. It recommends periodic audits every six months and corrective actions based on the findings of the third party auditing of the PUC centres. Presents the finding of the decoy operation in which frauds in a PUC centre was detected. Recommends strong penal action against the defaulters.

This report is in continuation of Report No. 20, May 2006. The report contains an assessment of the lambda data generated in the ongoing pilot programme to propose the lambda cut point for enforcement under PUC. The report has examined the lambda specifications provided by the vehicle manufacturers.

This report is in addition to EPCA report no 15 on Assessment and prevention of gas leakage from CNG buses (July 2005). It takes into account the affidavit on behalf of the Transport Department GNCT of Delhi, October 2005 and Delhi Transport Corporation, October 2005. In addition, it reviews the recently reported incidents of CNG bus fires to examine the weaknesses and problems.

Delhi

The vehicle inspection programme in India called Pollution Under Control (PUC) Certificate, was enforced under the Central Motor Vehicles Rules (CMV rule No 116) in 1991. This requires all inuse vehicles to undergo periodic exhaust emission tests and obtain valid PUC certificate.

This paper will review the role of I/M in a comprehensive motor vehicle pollution control strategy, summarise the international experience with a good I/M programme, review and critique the current pollution under control (PUC)
