State cites delay in project execution, cancels allotment of 1,500 acres

In a setback to state-owned HPCL, the Andhra Pradesh government has cancelled the land allotted to the company for setting up its proposed Rs 45,000-crore petrochemical complex at Visakhapatnam, due to delay in executing the project, a government official has said. Hindustan Petroleum Corporation Ltd (HPCL) was allotted 1,500 acres in 2007 for setting up the petrochemical complex in the proposed Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR) coming up between Kakinada and Visakhapatnam on the east coast.

The ministry of forest and environment has refused to lift the moratorium on environmental clearance to set up new projects in the Visakhapatnam industrial cluster. In January 2010, the Centre ruled that projects meant for critically polluted areas and industrial clusters, as identified by the Central Pollution Control Board, would not be considered for environmental clearance. The Pollution Control Board prepares time-bound action plans during the period of moratorium to improve the quality of environment in these industrial clusters.

Rajya Sabha member from Andhra Pradesh V. Hanumantha Rao has urged Prime Minister Manmohan Singh to order a detailed review of utilisation of prime land allotted to industries under the Special Economic Zone (SEZ) as there are complaints of misuse of such land for real estate purposes.

In a letter to Dr. Singh, Mr. Rao wanted stringent action against the defaulting companies, and firms which failed to set up the SEZ should return the land to the government so that it could be given back to the original farmer-owners.

Minister for IT Ponnala Lakshmaiah informed M. Sridhara Krishna Reddy (Congress) in reply to a question in the Assembly that the Andhra Pradesh Industrial Infrastructure Corporation (APIIC) had allotted 4,510 acres to facilitate their establishment.
