Deforestation and forest degradation have been globally acknowledged to contribute significantly to greenhouse gas emissions and climate change. The most prominent global mechanism to tackle deforestation and forest degradation is called Reducing Emissions from Deforestation and Forest Degradation, or REDD+.

First came the forest, followed by the people, and then the government. Does this chronology allow the newest entrant in the scheme to determine the relationship between the two older entities?

This report is an outcome of another report. In 2015, the Ministry of Environment, Forest & Climate Change (MoEF&CC) issued guidelines for the participation of the private sector in afforestation of degraded forests. The guidelines argued that poor productivity of forests has led to a shortage of raw materials to industry.
