The Doha Climate Change Conference ended with very limited progress. The challenge is now to identify opportunities for accelerating progress towards international agreement and stronger action to limit climate change. This paper considers some of these opportunities and related issues.

This paper suggests that vulnerable countries may benefit from considering strategies beyond the UNFCCC and the Kyoto Protocol and highlights new proposals about reparations under international law.

The US submission to the Ad Hoc Working Group on Long-term Cooperative Action under the UN Framework Convention on Climate Change (UNFCCC) proposes an agreed outcome for the UN Copenhagen Climate Change Conference in the form of
