This document provides a brief overview of the instruments that are available and may be considered as part of the CDRF strategy.

Inadequate infrastructure and weak logistic chains substantially increase the risk that an extreme natural event will become a disaster.

The report includes the WorldRiskIndex 2014 and furthermore has a focus on cities as risk areas. The WorldRiskIndex calculates the disaster risk for 171 countries. The risk analysis does not only examine how often and how severely a natural event (e.g. an earthquake) threatens the population, but also the vulnerability of a country's society.

New empirical evidence from nine research sites presented in this publication show that loss and damage occurs when there are barriers that impede planning and implementation of adaptation, and when physical and social limits to adaptation are reached or exceeded.
