These Rules are enacted in exercise of the powers conferred by section 63 of the Water (Prevention and Control of Pollution) Act, 1974 (6 of 1974) by the Central Government after consultation with Central Board for the Prevention and Control of Water Pollution.

Even as floods play havoc in Uttarakhand, states have opposed provisions of this bill prepared by CWC in 1975. It provides clauses about flood zoning authorities, prohibition of the use of the flood plains, compensation & most importantly removing obstructions to ensure free flow of water.

In exercise of the powers conferred by Cl.(b) of sub-section (1) of Sec.63 of the Wildlife (Protection) Act, 1972 (53 of 1972), the Central Government hereby makes the following rules. These rules may be called the Wildlife (Transactions and Taxidermy) Rules, 1973.

An Act to provide for the protection of [Wild animals, birds and plants] and for matters connected therewith or ancillary or incidental thereto. This Act may be called the Wildlife (Protection) Act, 1972.

Since the tiger is at the apex of the biological pyramid, its preservation is possible only if the whole biome or its habitat is conserved and maintained at an ecological stage, advantageous to the tiger.
