IMPHAL, July 8: Manipur Forests and Environment Minister Th Debendra today said the government had identified 29 villages in reserved forest areas of the State where encroachment was reported and 2,799 houses were constructed in the areas.

The Mapithel Dam Affected Villages Organisation (MDAVO) has expressed concern on the alleged lack of coordination within the State Irrigation and Flood Control Department (IFCD) in handling the Thoubal project (Mapithel Dam) in Manipur. MDAVO secretary R Leishipem alleged that the agreed minutes of the Expert Review Committee were not followed. "The MDAVO will continue to fight democratically against the IFCD officials till the legitimate demands are addressed and implemented,'' the organization stated.

This paper is based on the empirical findings from the Supervision Mission of a project funded by the International Fund for Agricultural Development (IFAD). The mission visited the two project districts from 3 May to 17 May 2004 and conducted assessment on the on-going programmes in Karbi Anglong District of Assam and Ukhrul District of Manipur. One of the main objectives of the Supervision Mission which the author of this paper is supposed to examine is the socio-cultural dimensions of poverty.
