Planting a tree is not just digging the soil and planting a sapling. The key lies in nurturing the planted saplings which, if done properly, will contribute immensely in increasing green cover and ensuring ecological balance.

Technical examination and periodic assessmentswith respect to “fairness” and “ambition” are at the heart of the climate regime and involve important trade-offs; even in the Convention, negotiated twenty four years ago, in 1992, assessment and review (Article 10) was the very last item to be agreed.

 

The very severe cyclonic storm Phailin, a category-5 hurricane, was developed over the north of Andaman and Nicobar Islands on 9 October 2013. Subsequently, it propagated towards north-northwest and made landfall at the Gopalpur coast, Odisha on 12 October. Chilika lagoon, the largest brackish water lagoon in Asia, is in close proximity to Gopalpur.

Since all Parties are now going make “nationally determined contributions” towards mitigating climate change they will do so under Article 4.1 of the Convention, and the issue to be decided, by the ADP, will be what will be provided, and even more important, how these will be treated under Article 10 of the Convention - their assessment and review.
