The state government’s failure to implement proper audit practices caused huge losses in revenue from the mining sector, a report by the Comptroller and Auditor General (CAG) of India said.

Improved water and sanitation facilities, better housing, streamlined transportation systems and waste management are some of the services that smaller cities in the country can look forwards to in the next phase of the Jawaharlal Nehru National Urban Renewal Mission, the flagship programme of the Union Urban Development Ministry.

The Ministry is keen to fund projects that will allow smaller cities that are fast moving towards urbanisation a chance to have and upgrade basic services.

Report endorses Lokayukta findings on loss to the State exchequer

The Comptroller and Auditor General of India (CAG) has almost endorsed the Karnataka Lokayukta report on illegal iron ore mining and pegged the total loss due to illegal exports of ore at Rs 15,245 crore from 2003 to 2010. Besides, the CAG has estimated Rs 3414.45 crore loss to the State Exchequer due to “compliance deficiencies.” However, unlike the Lokayukta report, the supreme audit institution of India has not directly indicted any public servant.

The illegal mining committed during 2006-11 in three districts of Karnataka has resulted in the state losing a revenue of Rs 3,414.45 crore and the government could recover only Rs 7.22 crore, a report by Comptroller and Auditor General (CAG) of India said.

In Chitradurga, Tumkur and Hospet divisions four lessees had extracted 1.47 million MT of iron ore valued at Rs 150.59 crore without the consent of Karnataka State Pollution Control Board (KSPCB), the CAG report tabled in the Assembly said today. Mining of iron ore and stone quarrying in Karnataka was selected for the audit as they were two major contributors of revenue to the state in major and minor minerals.

The Comptroller and Auditor General has rapped the B S Yedyyurappa and H D Kumaraswamy governments for “rampant” illegal denotification of land benefiting builders and companies during the 2007-11 period.

“During 2007-11, the government denotified 123 acres and 15.5 guntas (one gunta is about 1,086 sq ft) after taking possession and another 89 acres and 23.5 guntas of land after notifying the fact of taking possession,” the CAG report said.

Holding the department of health and family welfare responsible for the deprivation of basic health care in West Garo Hills, the CAG directly stated that patient care suffered due to shortage of Community Health Centres (CHCs) Public Health Centres (CHCS) and Sub centres (SCs) and inadequate infrastructure like non-functional operation theatres, lack of ultra sound,ECG and 24x 7 diagnostic services, besides the absence of medical specialist.

Stating that Reliance Industries Limited (RIL) had not granted full access to KG-D6 block records to Comptroller and Auditor General (CAG), Petroleum and Natural Gas Minister M. Veerappa Moily, on Tuesday, told Parliament that CAG had said that since full access to KG-D6 records was pending, the Petroleum Ministry should examine all relevant issues closely and carefully before considering the desirability of any further approvals of capital expenditure.

Mr. Moily informed the Raja Sabha in a written reply that RIL had agreed to audit by CAG for block KG-DWN-98/3 for the years 2008-09 to 2011-12 without prejudice to the rights and contentions of the contractor under the contractual provisions. Mr. Moily clarified that CAG had not asked Petroleum Ministry to withhold approvals to RIL.
