The global negotiations, under way in Poznan (Poland) on working out a successor to the Kyoto protocol on climate change that expires in 2012, have been strategically mistimed, and it would be a surprise if they delivered any satisfactory build-up to the final Copenhagen conference scheduled for a year from now.
