This is the second year that the Council has published the World Energy Trilemma Index during the COVID-19 pandemic, which continues to threaten health and disrupt the global economy.

The Union Ministry of Power has promulgated the Electricity (Transmission System Planning, Development and Recovery of Inter-State Transmission Charges) Rules 2021. While in the global North concerns tend to centre around climate issues, in the global South the concerns are more often with affordable energy. Both types of protests, however, have one issue in common: the undemocratic nature of energy policymaking.

This working paper focuses on key issues that influence the amount of solar energy incorporated in integrated resource plans, and how these plans can impact customer clean energy goals. Many electric utilities utilize Integrated Resource Plans (IRPs) to develop and communicate a long-term vision for their resource development.
