The liberalisation of the UK's energy market should be reversed, with ministers taking more control of decisions such as building renewable energy generation, the government's Committee on Climate Change will say today.

The report, "Environmental and Energy Sustainability: An Approach for India", identified clean power and energy-efficiency measures as having the largest potential impact on emissions, with the capability to reduce CO2 output 28 to 34 per cent by 2030.

Let’s cut to the chase. If we are serious about climate change then we have to be serious about changing (drastically) the way the world generates and uses its energy. But even as the rich world talks glibly about ‘decarbonisation’ of its economy it has done precious little to reinvent its energy system and to wean itself from its fossil fuel addiction.

The 11th plan has set what industry considers a modest target of 10,000 mw capacity addition in five years. Everyone agrees that much more is possible. But for this to happen, big time, the business of wind must be into energy generation and not just encashing credits because of investment subsidies.

The Prime Minister has released India’s national action plan on climate change. For those engaged in the business of environment and climate, the plan may offer nothing new or radical. But, as I see it, the plan asserts India can grow differently, because “it is in an early stage of development”.
