The ambitious North East Water Resources Authority (NEWRA) may be gasping for breath but not dead.

Wary of the rising number of deaths caused by landslides over the last several years, the State Government is finally trying to put in a concerted effort to negate the impact of this natural disaster.

The Ministry of Water Resources (MoWR) has denied having received any report from the Asian Development Bank (ADB) experts on the flood and erosion problems of Assam.

Following the success of watershed development operation research project Sukhomajri in Haryana, large number of water harvesting dams were constructed in the Shivaliks region of north India. The reservoirs of a number of these earthen dams got silted due to fragile geological strata, inadequate vegetation cover in the catchment areas, continued biotic interference and lack of community participation in building social pressure against grazing and illicit felling.

The report by K.Van Oost et al., "The impact of agricultural soil erosion on the global carbon cycle" (26 October 2007, p. 626) raises two serious concerns. First, the eroded soil is severely depleted of its soil organic matter (SOM) pool, which is preferentially removed by surface runoff because it has low density and is concentrated in the surface layer. Second, the process of soil erosion by water entails three distinct stages : (i) detachment, (ii) transport/redistribution, and (iii) deposition. (Letters)

The Central Government has approved 75 flood control and anti-erosion schemes proposed by the State Water Resources Department (WRD) for implementation from this financial year. The schemes are worth around Rs 434.839 crore, 29 thousand. The Centre is releasing before March next the first installment worth Rs 97.83 crore against the schemes. However, the release of funds will depend on the progress of implementation of the schemes.
