This paper presents the results of a survey of over 4100 works created under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and over 4800 randomly selected users across 100 villages in 20 districts in Maharashtra.

 Members of Maharashtra Legislative Assembly recently petitioned the Speaker of the Assembly to form a standing committee on Energy in the Assembly. This is the first time that the Maharashtra MLAs have raised such an issue in the Assembly, cutting across party affiliations. Fourteen MLAs from Congress, NCP, BJP,MNS and Shiv Sena signed the petition and submitted it to the Speaker of the Assembly. Maharashtra Assembly neither has an energy committee nor an environment committee, to have a legislative overview on these issues.

In a meeting organized by Youth Forum of Legislatures and Climate Parliament, a global network of legislators on 11 June 2014 in Mumbai, cross party MLAs along with experts from IIT Mumbai and Climate Parliament have identified several policy and financial challenges that need to be urgently addressed by the state and the central governments, to give a boost to both off grid and grid connected renewable energy in the state.

This paper published by Indira Gandhi Institute of Development Research (IGIDR) uses the National Sample Survey for the 68th employment-unemployment round (2011-12) to examine the performance of states in terms of
participation and rationing of women in the programme relative to that of men.
