It highlights the main trends in the evolution of these schemes, synthesising the available evidence on their environmental and social impacts, and drawing lessons for the design of future initiatives.

This paper outlines a framework for adaptation to climate change for urban areas in low- and middle-income nations that is pro-poor and that enhances the capacity of low-income households and community organizations to contribute to such adaptation.

Local organisations have a major role in addressing these realities, helping poor groups access entitlements and engage with government. They may be local NGOs, grassroots organisations of the poor, or even local governments or branches of higher levels of government. But they function on a local level, have intimate knowledge of the local context and should be accountable to local people.
