After years of lambasting US vehicle efficiency standards as being weaker than those of China, green campaigners delighted in the stronger measures proposed by President Barack Obama, writes Fiona Harvey in London .

Rates charged by three-wheeler drivers are to be standardized, streamlined, and made applicable countrywide, the Transport Ministry said.

It said it had also taken steps to provide a special advisory scheme to three wheel drivers.

This measure is among a series of steps taken by the Ministry to introduce new standards for such vehicles which provide transport facilities to the public.

Ministry of Environment has decided to enforce Euro-II emission standards for all new petrol driven imported and locally manufactured vehicles from July this year and the same standard would be applicable for diesel driven automobiles from July 2012.

The government has decided to do something important about vehicular emissions that have reached highly dangerous levels. Federal Ministry of Environment told the National Assembly on Monday that all petrol-run vehicles would be required to comply with Euro-II emission standards with effect from July.

The Ministry of Environment has set itself a challenging task of introducing Euro-II emission standards for petrol driven vehicles from July this year and for diesel driven automobiles from July 2012.

In an ironic twist, the decidedly authoritarian government of China has received much praise of late from Western environmentalists, who tend to cast themselves as anti-authoritarian types. China has indeed made laudable efforts in many fields, ranging from wind energy to vehicle-emission standards and pollution control. It has even outlawed free plastic bags.

The European Parliament agreed in December to a proposal that emissions of nitrogen oxides from new heavy duty vehicles shall be cut by 80 per cent and those of particulate matter by 66 per cent, as compared to existing standards.

The average emissions from new cars registered in the EU in 2007 amounted to 158g CO2/km, 15.1% below the 1995 starting point of 186 g CO2/km7. The emission level dropped by 1.23% from 2004 to 2005, by 0.6% from 2005 to 2006 and by 1.25% from 2006 to 2007. The EU25 average mass in 2005 was 1357kg, 1372 kg in 2006 and 1382kg in 2007 (1380kg for the EU-27).
