This report reviews recent developments in China’s formal national air pollution policies from late 2011 to late 2013. It also reviews the related legal framework and administrative structure of implementation of air pollution prevention and control measures in China, to illustrate the context and legal significance of these trends.

The report states that Delhi was able to arrest and lower air pollution with its first phase of action directed by the Hon’ble Supreme Court. But Delhi could not sustain these gains and air pollution levels are rising again. Growing pollution especially from vehicles and delayed action have enhanced public health risk.

Accelerated adoption of clean vehicle and fuel policies would save 25 million years of life cumulatively by 2030 and reduce early deaths by more than 210,000 lives in 2030 and the greatest single health gains would occur in China and India by preventing 90,000 early deaths, about 40 percent of the global total.
