Forest degradation is a serious environmental, social and economic problem, particularly in developing countries. Yet it is difficult to define and assess. Forest degradation is viewed and perceived differently by various stakeholders who have different objectives.

Poor governance is a major impediment to achieving development outcomes of the forest sector. It results in losses of income, employment, government revenues, and local and global environmental services. However, at present, no comprehensive guide to reforming forest governance has been developed.

Climate change may manifest significantly in Himachal Pradesh, with the impacts likely to adversely affect large percentage of the population depending on natural resources. A large scale shifting of forest biomes is being indicated. Himachal has to think of enough mitigation to avoid the unmanageable and enough adaptation to manage the unavoidable.
