The proposed amendments to the Electricity Act 2003, released on 7th September 2018, are most critical among the set of planned reforms in the power sector. With significant changes, it seeks to provide an enabling framework for transformations in electricity market, pricing reforms, regulatory oversight, quality of supply and energy security.

India’s approach to climate policy is based on amplifying synergies between sustainable development and climate outcomes, or co-benefits. However, the evidence base for the magnitude of these synergies remains limited.

What should India put forward as the mitigation component of its climate contribution (or ‘Intended Nationally Determined Contribution’ (INDC))? Since energy accounts for 77% of India’s greenhouse gas emissions, this question can only be answered as one part of a larger discussion about India’s energy future.

The lesson for India after Durban is that it needs to formulate an approach that combines attention to industrialised countries’ historical responsibility for the problem with an embrace of its own responsibility to explore low carbon development trajectories. This is both ethically defensible and strategically wise. Ironically, India’s own domestic national approach of actively exploring “co-benefits” – policies that promote development while also yielding climate gains – suggests that it does take climate science seriously and has embraced responsibility as duty.
